Session on RIA and the round table on regulation took place at the Higher School of Economics within the framework of the XVII International Academic Conference

Session O-10 “RIA in Russia: on the path to maturity” and the round table O-11 “Future of regulation” took place on April 21, 2016 at the Higher School of Economics in the framework of the XVII International Academic Conference on Economic and Social Development.

Session “Regulatory Impact Assessment: on the path to maturity” was moderated by Daniel Tsygankov (HSE RIA Center). Speakers: Nikolai Smirnov (NISSE) – “Analysis of the approach to the assessment of standard regulatory costs adopted in Russia”, Oleg Shestoperov (NISSE) – “Ex-post evaluation: risks for the federal level and the experience of Moscow”, Aleksey Efremov (Voronezh State University) – “Participation of Commissioners on entrepreneurs’ rights protection in regulatory impact assessment”, Anna Golodnikova (CPPE) & Daniel Tsygankov (HSE) – “Analysis of approaches to the definition of subject area of regulatory impact assessment at various levels of public administration”. 

Round table “Future of Regulation” was moderated by Andrey Klimenko (Institute for Public Administration and Governance, HSE). Speakers: V. Zhivulin (Russian Ministry of Economic Development), E. Makhortov (SCA), Y. Tikhomirov (Institute of Legislation and Comparative Law), A. Varvarin (Russian Union of Industrialists and Entrepreneurs), R. Korchagin (Russian Presidential Academy of National Economy and Public Administration), V. Kharchenko and V. Maslakov (NISSE), D. Tsygankov (HSE). The session and the round table were attended by experts from universities and academic research centers (HSE, Moscow State University, MGIMO, RANEPA, Institute of Legislation and Comparative Law) and consulting companies (CPPE, Experian, NISSE, Analytical Centre under the Government, Kesarev Consulting, PBN Hill + Knowlton Strategies), representatives of business associations and entrepreneurs (RUIE, FIAC, MIBA, the SCA, UMMC, JTI, X5), officials (Russian Ministry of Economic Development, Committee for the Development of Entrepreneurship and Consumer Market of St. Petersburg).

With the help of Moscow International Business Association, a digest was prepared for the event, including both materials on “new” industries regulation (Legal regulation of the use of biotechnology in agriculture: experience of the USA and the European Union; experience of the OECD countries on junk food regulation, and reviews of impact assessment tools (Stabilization of the regulatory burden: from “One in - One out” rule to “One in - two out”, which is used abroad; Ex post evaluation of regulation: An overview of the notion and international practices).
