An expert seminar on the use of the standard cost model was held at the Higher School of Economics
Director of the RIA Center Daniel Tsygankov spoke at the expert seminar “Use of the Standard Cost Model as a Tool for Reducing Administrative Costs”, which took place on 18 of May at the Higher School of Economics.
The event was organized by the School of Public Administration of the Faculty of Social Sciences of the Higher School of Economics with the participation of the Center for Strategic Research, and representatives of business and expert community.
The invited speaker, Sabine Kuhlmann, professor of the University of Potsdam (Germany), spoke about the role of the National Regulatory Control Council in the implementation of Better Regulation concept in Germany.
Daniel Tsygankov in his presentation made an overview of various aspects of the Standard Cost Model (SCM) integration into the impact assessment procedures of the European Commission.
Deputy Heaf of the RIA Department of the Russian Ministry for Economy Development Vitaly Zlobin spoke about an application of the SCM on the federal level since 2015.
The experts of the National Institute for System Study of Entrepreneurship Oleg Shestoperov and Tatjana Rukovishnikova presented the achievements of Russian regions in the application of the SCM for assessing the impact of regulatory legal acts and their drafts.
