Updated program of the RIA course for HSE master program

The program of the academic discipline “Regulatory Impact Assessment: Basic Principles and Analytical Tools” (Mago-Lego) is posted in the HSE training courses database.

The authors of the academic discipline are Daniel Tsygankov and Anna Golodnikova; the course will be taught during the first year of the master program (Mago-Lego) in Module 4 of the 2017/18 academic year (April-June 2018).

The course is aimed at studying such an instrument of public administration as regulatory impact assessment/analysis (RIA), which is gradually introduced in countries with transitional economies, including most CIS countries, and involves acquiring the knowledge in the field of methods and techniques for assessing, ways to conduct public consultations, assessing the quality of IA reports.

RIA is the core of the regulatory policy, which is currently considered by the OECD as one of the three main sources of economic growth, along with fiscal and monetary policy.

Today regulatory impact assessment has become one of the most actively developing mechanisms of public administration in Russia. After a decade of unhurried discussion by officials and experts, there were 5-6 years of rapid changes: RIA was first consolidated at the central level (the executive branch, partly the Central Bank and the State Duma), and simultaneously “leaked” both into the subnational and municipal levels, and to the supranational (Commission of the Eurasian Economic Union).
