Trainings and seminars on regulatory impact assessment

The Institute for Public Administration and Governance (IPAG) of the National Research University “Higher School of Economics” organizes short- and medium-term career development courses for state and municipal employees / employees of subordinated institutions on “Regulatory Impact Assessment” program. The standard program is designed for 18 academic hours (two days), other formats are possible - 1 day (8-10 hours), 2 months (72 hours extra-mural), part-time. An example of a 1-day seminar program. All participants are provided with detailed electronic readers (regulatory framework, Russian and foreign cases, articles).

Upon request, educational programs for the following target groups can also be prepared:

  • head executives and employees of corporate departments (PR / GR / Risk Management), dealing with issues of regulatory risk management;
  • representatives of NGOs involved in public expertise of laws and draft laws, efficiency of legislation, and involved in organizing public consultations (discussions), etc.;
  • regional development corporations / regional offices of the Agency for Strategic Initiatives;

BACKGROUND INFORMATION: The purpose of Regulatory Impact Assessment (RIA) is to improve the quality of standard-setting decisions based on detailed forecasting of their consequences and selection of the optimal regulation option based on calculations and public consultations. In May 2010, RIA procedure was consolidated in the Regulations of the Government of Russia, in the rules for the preparation of regulatory legal acts of federal executive bodies and their state registration; RIA Department of the Ministry of Economic Development of Russia was established.


In order to successfully implement measures to introduce Regulatory Impact Assessment procedures and tools at different levels of government (federal regulators, departments of the economic block of the subjects of the Russian Federation, offices of commissioners for investors' rights protection in federal districts, large municipalities), IPAG offers them in-depth training on the mechanisms and methods of conducting RIA for civil servants responsible for drafting regulatory legal acts and assessing the effectiveness of existing legislation. In recent years employees of the RIA Center have conducted trainings / participated in them as invited lecturers, conducted webinars, read modules on career development courses and MPA for employees of central, regional and municipal authorities, teach a 40-hour course at the HSE Master’s program.

In addition, employees of the Center are making efforts to maintain the teaching quality at the international level - they regularly attend training modules on methods and approaches in the evaluation of programs and RIA in foreign universities - Bern University (2007, 2008, 2010), Saarbrucken University (2007, 2009), meet with colleagues (the Ministry of Justice and Economics of Switzerland, the Ministry of Justice and Security of the Netherlands, the Higher Council for Standards Control under the Office of the Federal Chancellor of Germany, the UK's Regulatory Policy Committee, etc.), speak at the professional international conferences – International Regulatory Reform Conference (2011, 2013), ECPR Standing Group on Regulatory Governance (2016), OECD (2012, 2014, 2016), European Evaluation Society (since 2006, 2008, 2012, 2016), German Evaluation Society (since 2005), Spanish Evaluation Society(2009), International Network “Program Evaluation” (2005-2012), Российская Association of Specialists in Program and Policy Evaluation (с 2015) e.g.
