Head of the RIA Center Daniel Tsygankov spoke at the 7th Biennial Conference of the ECPR Standing Group on Regulatory Governance "Regulation between Effectiveness and Legitimacy" at the University of Lausanne (Switzerland).
The report "Evidence-based Standard for Business Regulation" examines the international experience in the development of standards and guidelines on evidence-based regulation, the prospects of its use in Russia.
Anumber of ideas were put forward by the author during the panel discussion "Improving Regulatory Outcomes – Participation of Key Stakeholders" at 3d FT Business Regulation Forum "Collaborative Solutions and Effective Stakeholder Engagement" (Berlin, November 30, 2017), and further developed at the expert seminar "Standards of Proof of the Need for Regulation: International Experience and Prospects for Implementation in Russia" (Moscow, March 29, 2018).
Materials collected by the RIA Center during work on the government contract "Development of proposals on selected issues for improving public administration" (2017) and "Preparation of proposals on the directions for the development of the regulatory environment and regulatory mechanisms" (2018, the Center for Fundamental Research of NRU HSE) – were used during the preparation to the Conference.
