Center for Strategic Research hosted an expert workshop on technology assessment
Head of the HSE RIA Center Daniel Tsygankov spoke at the seminar “Technology Assessment: How to Analyze the Impact of Regulation on the Break-through Technologies and Digital Economy?”, which was held at the Center for Strategic Research on 28. February 2018.
The seminar was opened by Head of the Center for Strategic Research Alexey Kudrin.
Executive Vice-President of VimpelCom Mikhail Yakushev shared the experience of the working group “Legal Regulation” of the program “Digital Economy in Russia” to identify stagnation points. Victor Naumov, managing partner of the St. Petersburg office of Dentons, spoke about regulation prospects in the development of robotics and artificial intelligence in Russia. Elena Ihsanova, managing director of the Agency for Technological Development, presented an analysis of regulatory and legal tools for promoting high-tech projects in the field of biopharmaceuticals.
The second part of the seminar was devoted to the analysis of international experience of applying technology assessment into the lawmaking process. Alexey Efremov, the head of projects Regulatory Impact Assessment’s subdivision of the Center for Program and Policy Evaluation, shared experience of the US and UK. Head of the Center for Regulatory Impact Assessment of the Higher School of Economics, Daniel Tsygankov, spoke about the experience of Germany and Austria.
The director of the RIA Department of Russian Ministry of Economic Development Vadim Zhivulin, the director of “Legal Regulation” project of the ANO “Digital Economy” Dmitry Ter-Stepanov, the adviser to the Chairman of the State Duma of the Russian Federation Alexey Chadayev, Evgeny Kuznetsov from Russian Venture Company and other participants of the seminar also participated in the discussion.
