Higher School of Economics hosted an expert seminar devoted to RIA at the regional level

Head of the RIA Center Daniel Tsygankov spoke at the expert seminar “RIA in the executive and legislative branches of power at the regional level: Russian and international experience”, which was held on 10 of November at the Higher School of Economics.

The seminar, organized by Institute for Public Administration and Governance of the National Research University “Higher School of Economics” together with the Center for Strategic Research, was attended by the staff of the Expert Analytical Department and the Legal Department of the State Duma Central Office, representatives of RIA Department of the Russian Ministry of Economic Development, regional commissioners for entrepreneurs’ rights protection, representatives of Russian regions in Moscow, business associations, GR directors and managers from various industries, leading countries’ experts in the field of regulatory policy.

In his speech, Daniel Tsygankov reviewed the procedures for assessing the effectiveness of lawmaking in the legislative bodies of the U.S. states. A. Efremov, head of RIA Projects Department of the Institute for Program and Policy Evaluation, spoke about the legal consolidation and methodological support for RIA and ex-post evaluation in the legislative (representative) bodies of the subjects of the Russian Federation. O. Shestoperov, deputy director of National Institute for System Study of Entrepreneurship, presented an analysis of the achievements of Russian regional parliaments in assessing the impact of regulatory legal acts and their drafts.

Representatives of the Russia Ministry of Economic Development (“Use of RIA Procedure at the Regional Level”) and the RIA Center of the Institute for Public Administration and Governance (“Mechanisms for Studying the Effectiveness of Legislation in the the Legislative Bodies of the States and Territories of Australia”) also spoke at the seminar.
