On 21 of April, a round table “Widely Discussed” Laws: Why To Sign Them And How Do They Work?”  took place within the framework of the Krasnoyarsk Economic Forum.

At the roundtable, Director of the RIA Center Daniel Tsygankov made a report “Key elements of the regulatory policy in the “Strategy 2018-2024”.

In the first part of his report, Daniel Tsygankov spoke about the priority measures for developing regulatory policy in the Russian Federation, including the adoption of the “Law on regulatory legal acts in the Russian Federation”, the introduction of RIA / ex post IA in the State Duma of the Russian Federation, the expansion of the use of the standard costs model for state bodies and citizens, and the promotion of evidence-based regulation. In the second part of the report he presented proposals on promising directions of regulatory reform implementation, such as the transition to a full evaluation cycle, the use of behavioral economics approaches and the establishment of a central body for regulatory optimization.
