Director of the RIA Center of the Institute for Public Administration and Governance gave an interview to the “Legislation” journal
There are three approaches to RIA. The first includes the best practices of the countries of the Organization for Economic Co-operation and Development (OECD), in particular, a full range of quantitative, qualitative and expert tools (evaluation of the so-called full cycle, i.e. justification of the regulatory concept, preparation of the draft act with the detailed explanatory note, public consultations of the regulator with stakeholders, IA report prepared by an authorized external body, ex-post evaluation. If disputable norms are to be implemented, a legal experiment and (or) an assessment of sunset laws (in 3-5 years) is used. The second approach implies partial RIAs, which are generally used at the regional level (public consultation and sunset laws are in priority). The third approach includes light RIA, which is the development of the World Bank for developing countries (calibration of calculations, minimum public consultation).
