International workshop 'Development of smart regulation mechanisms: towards a new regulatory policy in Russia', 14 March 2014

On March 14, 2014 the National Research University “Higher School of Economics” hosted an international workshop “Development of smart regulation mechanisms: towards a new regulatory policy in Russia”. 

Officials of the Russian federal and regional governmental bodies, officials of the Eurasian Economic Commission, representatives of business associations (RUIE, CCI, Business Russia, MIBA, FIAC, the Russian Union of taxpayers, “PROVED” Guild, RCCA), experts (NRU HSE, IZAK, “ICC Business Tezaurus”, Center for Program and Policy Evaluation, etc.) participated actively in discussions. The workshop was also attended by international companies’ officials, responsible for interaction with governmental agencies.

The event was opened by the Director of HSE Institute of Public Administration and Municipal Management Andrey KLIMENKO, who also moderated the first plenary session.

The keynote report on potential of regulatory policy best practices in OECD countries and the whole world was made by senior adviser on regulatory reform in Ministry of Finance of France, Editor of the international blog Smartregulation.net Charles-Henri MONTIN.

The second speaker - Head of the RIA Center at the Higher School of Economics Daniel TSYGANKOV told about promising tools for improving the quality of regulatory decisions and presented them in the form of “Russian alphabet of successful regulatory policy”.

The discussion of approaches to limiting the scope of business regulation based on RIA instruments with Director General of ICC “Business Tezaurus” Oleg SHESTOPEROV closed the first session.

A short presentation on the work of the Russian Ministry of Economic Development was made by the Head of RIA Regulatory Support Unit Anna SABURKINA.

The second plenary session, moderated by Charles-Henri MONTIN, was opened by the report of Director of the Department for Development of Entrepreneurship of the Eurasian Economic Commission Rustam AKBERDIN – on Eurasian approach to regulatory impact analysis in the EEC.

Director of Program Planning and Regulatory Impact Assessment Department of the Ministry of Economy and Planning of the Ulyanovsk region Maksim SVETUNKOV told the participants in detail about the experience of conducting RIA of regional normative legal acts, providing for budgetary expenses on rendering social support and providing social benefits.

Finally, Ivan OSKOLKOV, Head of Economic Department of the State Duma Office of the Federal Assembly of the Russian Federation, presented his view on the issue of a need for the introduction of RIA in the State Duma’s work.

During the final discussion, moderated by D. TSYGANKOV, the following issues were commented by C.-H. MONTIN, Ruslan KISS (PROVED) and Tatiana RADCHENKO (Analytical Center for the Government of the Russian Federation): Will RIA in Russia “survive” without a comprehensive regulatory policy? How to unite efforts to improve regulatory decisions quality at supranational, national and subnational levels? How can cooperation with the OECD help to develop smart regulation mechanisms in Russia and other countries of the Common Economic Space?
